Membership is open to all serving and retired members of the Civil Service in Northern Ireland, including employees of organisations considered by the Central Committee for this purpose as being associated with the Civil Service. The qualification for membership is:

1. belief in the Holy Trinity of God the Father, God the Son and God the Holy Spirit,
2. personal trust in the efficacy of the atoning work of the Lord Jesus Christ our Saviour and
3. belief in the Holy Scriptures
